of the ratepayers' resolution of March, 1915, that only the retail shops will cease to be licensed. Nothing is provided as to wholesale establishments and stock held by importers in Godown, and these dealers have in fact never been licensed, although the wording of the bylaw would seem to contemplate such licences. It is possible that thie point will come up at the ratepayers' meeting in case the stock is not removed beyond Settlement limits.

Board of Trade, March 31, 1917. I AM directed by the Board of Trade to refer to the letter which was addressed to you from this Department on the 26th February, respecting the traffic in morphia, and I am to state that the Board would be glad to learn whether Mr. Secretary Balfour will be prepared to instruct the licensing authorities to restrict the export of morphia and morphia salts from the United Kingdom to Japan, as suggested in the letter under reference.
